Mr. Domett,

Request Mr. Kelham will have the goodness to lay before the Principal Agent, Immediately on his return, the very serious interruption which is likely to take place in the feelings of confidence with whichthe natives have, heretofore, regarded all arrangements or transactions, which have been entered into, with regard to land purchases affected under the sanction of the Government; unless the instalment now due on the Rangitikei, be at once paid off. The Government having depended upon the New Zealand Company's Agent to provide the funds at the appointed time, have made no provision whatever for the purpose; and are quite unable to meet such an expected demand. With regard to Mr. Kelham's reference to a late transaction relative to the 4th. Instalment of the Wairau purchase money, in which the Colonial Treasurer endorsed the draft of the Principal Agent, - I can only remark that the occurrence took place during my absence, without my approval and sanction; and that I believe the Colonial Treasurer would be found to be personally liable to be sued for the amount of the Bills and expenses, should the breaking up of the New Zealand Company, or any other circumstance, cause the Bills to be returned. I would also beg to remind Mr. Kelham that the Principal Agent has known for the whole of the past year that the sums due as Instalments upon land purchases, would have to be provided at certain dates, and ought to have taken measures to meet them in time.
