Dear McLean -

I send you a Memo -- not very definite indeed for we must trust much to your judgements -- should you see the possibility of taking any leading Pai Mariri murderers or noted seditionists against whom proof can be obtained you can offer to Natives a handsome reward for taking them -- no possible pains ought to be spared to take any of these more especially noted as ringleaders. The Govt. will use its best endeavours most handsomely to pay for actual services for work done -- if you can find a dashing clever fellow native or European make much of him these are not times for routine If your commanding Military officer is likely to be any obstruction call your cavalry corps ''Mounted Police'' and dont let him have anything to do with them.

We propose to put on an additional steamer to Hawkes Bay.

I trust to you to excuse my not answering before. The Governor arrived I laid the paper before him and he was then called off with me to Wanganui, where it was on the cards that submission might be made.
