My dear Maclean,

Mr.Whitaker is not easy about the non-attendance of Puheta, Kohinaki, ruinga and other Ngatipaoas - He thinks that underhand influence is being used to keep them away, and suggests that a message should be sent to them to know what they mean. Excuses are made for their non-attendance which appear intended to mislead the government.

It is very desirable to get hold of these Chiefs, and to counteract the sinister influence at work upon them.
