CONFIDENTIAL.

A. McDonald, agent for Manawatu natives, told me at Bull's, that as the Government had not advanced the whole of the money to be lent them, and as they had signed the necessary documents, that he considered that the Government had broken the arrangement; that

the natives were not now bound to carry out the agreements made.

I feel you ought to be informed of this; as no doubt his opinion will be, or has been, conveyed to the Maoris.
