My dear McLean

The Ministry is

Weld - Col. Sec. Richardson - P. M. Genl. Fitzherbert - Col. Treasr. Atkinson - Col. Defence Sewell - Atty. Genl.

I resign my Mily. Offices tomorrow recommending Col. Russell who is here.

I sent you the papers by this steamer. The policy of Welds team is as follows 1. New Native Land Act to be proclaimed 2. Removal of Troops and fight it out ourselves 3. Removal of Seat of Govt. to Wellington The Govr. has signed a pledge to these points I believe. We open tomorrow.

Whitaker means to fight but we hear that by this mail Cardwell has written out to upset him in some old dispute with Grey.

What news in yr. part of the world?

Take advice. Close all bargains with natives so as to be as little hurt as possible by new Nat. Land Act and when it is proclaimed get hold of what you can. I'll arrange money at home and you can get time from the Maoris for payments. In this 1'11 be able to go pretty deeply say £8000 to £12000 myself.

They are bent on proclaiming this act it seems as hotly as on the other points.
