My dear Mr. McLean

I have just received your Telegram there are no canteens, I gave permission to one Sergt., a man of very good character, to get a Berrel of Beer, and serve out spirit daily to each man. The indulgence has not been abused. It is the best plan I could adopt as it prevents the men going some distance after their work to get it - With regard to Muihead there is no doubt the man had been drinking, Sub Inspector Smith on the day the party of men were going to Rangawhia to work on the Swamp, that officer placed Muihead under arrest, as he refused to march, but being sorry for it, altho he was rather the worse for liquor he released him. As to there being any drunkenness in the force under my command I can safely say it is not correct. Since my arrival this time last year, there have been only 14 cases of men being brought under my notice for being the worse for liquor - There are no doubt some people who take a pleasure in making themselves officious and obnoxious, and write to the papers, tho they have not the pluck to put their names to what they write - It is and always has been my endeavour to do my duty conscientiously in whatever command I may be placed, and it is most galling and annoying to find statements are made to you, without my knowing anything of the matter, but I am aware it is one of the difficulties of a man in authority -
